UPS Surcharges 2026 and 2027: Every Fee, Rate and Trigger

Apart from demand surcharges (from $0.50), 2026 UPS surcharges range from $1.15 for a return label to $1,875 for a package over UPS’s maximum size or weight. The most common are the $6.50 Ground and $7.00 Air Residential Surcharge, Delivery Area Surcharges of $4.50 to $8.85, Additional Handling of $26.75 to $58.75 and the weekly fuel surcharge. Most rise on December 21, 2026.

Quick answer: UPS surcharges, also called accessorial charges, are fees added to the base rate when a package goes to a home or a hard-to-reach ZIP code, is large, heavy or oddly packaged, needs a signature or declared value, is missing data or needs rebilling, or ships during a demand period. UPS also adds a fuel surcharge that changes every week. This guide lists every UPS surcharge with its 2026 amount, its amount from December 21, 2026, what triggers it and a link to our detailed guide.
2026 amounts: UPS 2026 Rate and Service Guide, Daily Rates (updated September 7, 2026), “Value-Added Services” and “Other Charges” sections. 2027 amounts: UPS preview of 2027 changes to value-added services and other charges, effective December 21, 2026 unless noted, and UPS Shipping Zones and Rates. Demand surcharges: UPS Demand Surcharges (August 26, 2026 update). Fuel: UPS fuel surcharges, checked October 30, 2026. Amounts are list rates before fuel; domestic charges are per package unless noted.
What Changes on December 21, 2026
UPS Daily Rates for Ground, Air and International rise an average net 5.9% on December 21, 2026, and the 2027 UPS Rate and Service Guide is due the same day. Among the charges in the tables below that change, most increases run from 7.6% to 9.6%; the exceptions are the commercial Large Package Surcharge (11.7% to 15.4%) and UPS Package Shield declared value (17.1% per $100). The main changes:
- Residential Surcharge: $6.50 → $7.10 Ground; $7.00 → $7.60 Air and 3 Day Select

- Large Package Surcharge: commercial $219.50–$286.00 → $250.00–$330.00; residential $254.50–$331.00 → $276.25–$359.25

- Signatures: Signature Required $7.70 → $8.40; Adult Signature Required $9.35 → $10.25
- Unchanged: Delivery Intercept ($21.00 web, $27.00 phone) and the $40.00 Paper Commercial Invoice surcharge
The full list, including pickup, returns and billing fees, is in our UPS 2027 rate increase guide.
How UPS Surcharges Work
UPS lists its surcharges in the Rate and Service Guide under two headings: “Value-Added Services” (options you choose, such as signatures, declared value, pickup and returns) and “Other Charges” (fees UPS applies when a package meets a condition, such as Additional Handling, Delivery Area Surcharge or Missing PLD). Several work the same way:
- Most are per package. Domestic charges are per package and international charges per shipment unless UPS says otherwise.
- Some are zoned. Additional Handling and the Large Package Surcharge cost more the farther the package goes (zone 2, zones 3–4, zones 5–6, zones 7+).
- Fuel applies on top. UPS says fuel surcharges may apply to transportation charges and certain accessorial charges, so a surcharge usually costs more than its listed amount.
- Only one Additional Handling charge per package, and none when the Large Package Surcharge applies.
- Simple Rate is different. The Residential Surcharge, Delivery Area Surcharges and fuel do not apply to UPS Simple Rate shipments; other charges do.
Delivery and Address Surcharges
These depend on where the package goes and how it is delivered. UPS publishes the ZIP codes that carry area surcharges in its area surcharge listing, and the list changes on December 21, 2026.
| Surcharge | 2026 amount | From Dec 21, 2026 | What triggers it | Our guide |
|---|---|---|---|---|
| Residential Surcharge, Ground | $6.50 | $7.10 | Delivery to (or On-Call Pickup from) a home, including a home business | Residential Surcharge |
| Residential Surcharge, Air and 3 Day Select | $7.00 | $7.60 | Same, on Next Day Air, 2nd Day Air and 3 Day Select | Residential Surcharge |
| Delivery Area Surcharge, commercial / residential | $4.50 / $6.55 | $4.90 / $7.15 | Destination ZIP code on UPS’s area surcharge list (Ground and Air are the same) | Delivery Area Surcharge |
| Delivery Area Surcharge Extended, commercial / residential | $5.70 / $8.85 | $6.20 / $9.65 | Destination ZIP code on the extended list | Extended DAS |
| Remote Area Surcharge | Alaska $46.25; Hawaii $16.50; 48 states $16.50 | Alaska $49.75; Hawaii $18.00; 48 states $18.00 | Remote ZIP codes; also applies to Simple Rate | — |

| UPS Protected Delivery (new) | $10.70 per shipment from Nov 16, 2026 | $10.70 | Released only after the recipient confirms a secure PIN | — |
The Residential Surcharge applies in addition to any Delivery Area Surcharge, so a home delivery in a surcharged ZIP code pays both. Shipping to a UPS Access Point Location carries no fee.
Size and Weight Surcharges
These are triggered by a package’s actual weight, dimensions or packaging. Additional Handling and Large Package amounts are by zone: zone 2 is the low end of each range and zones 7+ the high end.
| Surcharge | 2026 amount | From Dec 21, 2026 | What triggers it | Our guide |
|---|---|---|---|---|
| Additional Handling, Weight | $46.50–$58.75 | $50.50–$63.75 | Actual weight over 50 lb | AH Weight |
| Additional Handling, Dimensions | $30.00–$40.50 | $32.75–$44.00 | Longest side over 48 in, second-longest over 30 in, length + girth over 105 in, or over 10,368 cubic inches | AH Dimensions |

Dimension-based Additional Handling packages are billed at a minimum of 40 lb (50 lb from December 21, 2026) and Large Packages at a minimum of 90 lb. Billable weight is the greater of actual weight and dimensional weight (length x width x height divided by 139 at daily rates).
Value, Signature and C.O.D. Charges
| Surcharge | 2026 amount | From Dec 21, 2026 | What triggers it | Our guide |

UPS’s 2027 preview lists Package Shield as its own line at a higher rate than standard declared value, so check which one your shipping system uses. The maximum declared value is $50,000 per package, or $70,000 under Enhanced Maximum Declared Value for eligible Next Day Air shipments.
Billing and Data Fees
These come from how a shipment is billed or what data UPS receives. They are among the easiest to prevent.

| Print Invoice Fee | $5.00 per invoice copy | Not in 2027 preview | UPS mails a printed invoice | — |
| Package Tracking, Tracing and Refund Requests | $3.00 per request | Not in 2027 preview | Excessive tracking, tracing or refund requests | — |
| Paper Commercial Invoice (international) | $40.00 per shipment | $40.00 (unchanged) | Commercial invoice not sent digitally with UPS Paperless Invoice | — |
The Missing PLD Fee and the Shipping Charge Correction Audit Fee are both driven by data quality: sending complete package detail and accurate weights and dimensions avoids them. See how to audit a UPS invoice for where they appear.

Returns and Undeliverable Packages
| Surcharge | 2026 amount | From Dec 21, 2026 | What triggers it | Our guide |
|---|---|---|---|---|
| Print Return Label / Electronic Return Label | $1.15 per label | $1.25 | Charged when the return enters the UPS network, plus transportation | Returns fees |

Return label fees are added to the transportation charge for the return itself. Domestic packages that are refused or undeliverable come back at the shipper’s expense, with all applicable surcharges.
Fuel Surcharge
The fuel surcharge is a percentage of the transportation charge and certain other charges. UPS adjusts it weekly: Ground and Ground Saver track the U.S. Energy Information Administration’s national on-highway diesel price, and domestic Air tracks the U.S. Gulf Coast jet fuel price. For the week of November 2, 2026 it is 30.25% for Ground and 34.25% for domestic Air (29.50% and 33.00% the week of October 26). UPS changed the tables behind these percentages effective November 2, 2026. Current rates are on UPS’s fuel surcharge page; see our UPS fuel surcharge guide for what it applies to.
Demand (Peak) Surcharges, 2026–27
UPS adds demand surcharges during set periods on top of all other charges. On invoices they appear as “Demand Surcharge” lines. The current schedule:
| Demand surcharge | First period | Nov 22–Dec 26, 2026 | Dec 27, 2026–Jan 16, 2027 |
|---|---|---|---|
| Additional Handling | $8.75 (Sep 27–Nov 21, 2026) | $11.90 | $8.75 |

| UPS Next Day Air and all other UPS Air | $1.35 (Oct 25–Nov 21, 2026) | $2.50 | $1.35 |
Shippers billed for more than 20,000 packages in any week since October 2025 can be moved to UPS’s higher-volume tables, where the per-package amount rises with weekly volume against a June 2026 baseline, up to $8.00 for Ground Residential and Ground Saver and $9.35 for Air. UPS has not yet published a schedule beyond January 16, 2027. Details: UPS peak surcharge guide.

New UPS Charges for 2026–27

As of October 30, 2026 they are not listed.
- Air Shipping Document surcharge (January 4, 2027): $5.00 per package. UPS is discontinuing Air Shipping Documents.
- Ground/3 Day Select Shipping Document surcharge (January 4, 2027): $10.00 per package. Ground Shipping Documents are discontinued too.
- UPS Protected Delivery (November 16, 2026): $10.70 per shipment; the package is released only after the recipient confirms a secure PIN.
- UPS My Choice for Business, Reschedule Delivery: $0.00 → $9.99.

- Ground Saver Non-Compliant Label Fee: $5.00 per package, in effect since August 2, 2026.
How to Reduce UPS Surcharges
- Validate and classify addresses before you ship. It avoids $25.25 address corrections and residential fees on business addresses.
- Design boxes around the thresholds: 48 in longest side, 30 in second side, 105 in length + girth, 10,368 cubic inches and 50 lb for Additional Handling; 96 in, 130 in, 17,280 cubic inches and 110 lb for Large Package.
- Send complete package data and accurate weights and dimensions to avoid Missing PLD fees, shipping charge corrections and the audit fee.
- Turn off options you don’t need, such as default signatures, Saturday delivery and declared value on low-value goods.
- Plan around demand periods for oversized and Additional Handling packages, where peak amounts are largest.
- Negotiate surcharges in your UPS agreement, not just base-rate discounts.
- Audit every invoice. A parcel audit checks each surcharge against your contract and the rate guide.
