Duties, taxes and brokerage
| How the package enters Canada | Duty and tax free | Tax only | Duty and tax |
|---|---|---|---|
| By mail (USPS, delivered by Canada Post) | C$20 and under | – | Over C$20 |
| By courier from the U.S. (UPS, FedEx) | Up to C$40 | Over C$40 to C$150 | Over C$150 |
The Canada Border Services Agency sets these thresholds in Canadian dollars of value for duty, and alcohol, tobacco, cannabis and publications are among the exceptions. The USPS manual adds that gifts sent by mail and valued under C$60 are duty and tax free, and that Canada Post collects the assessed duties, taxes and a handling fee from the addressee for mail items valued at C$1,600 or less.
For UPS Standard to Canada, customs clearance is not included in the rate. UPS Supply Chain Solutions clears the package unless another broker is named, and bills the brokerage charges to the importer unless the shipper says otherwise. The rate guide points to ups.com/cacustomsclearance for those brokerage rates rather than listing them. UPS Worldwide Expedited and Worldwide Saver rates include routine, in-house customs clearance by UPS. FedEx lists its Canada clearance fees by destination on its clearance services page rather than in the Service Guide. Tell Canadian customers up front who pays these charges. USPS also lists its Delivered Duty Paid service as available to Canada for dutiable items sent by Priority Mail Express International, Priority Mail International or First-Class Package International Service.
Customs forms and labels
- First-Class Package International Service: PS Form 2976.
- Priority Mail International: PS Form 2976-A inside a PS Form 2976-E envelope.
- Priority Mail Express International: PS Form 2976-B inside a PS Form 2976-E envelope.
- Online labels: if you buy postage online with a combined shipping label and customs form, USPS says no other customs form is needed.

Canada requires the province in the address and denies entry to postal items without complete sender and addressee information. Gift shipments need a receipt or invoice to support the declared value.

The USPS manual lists alcoholic beverages, firearms, lighters that contain fuel, and shipments bearing flammable caution labels among items Canada prohibits by mail.
