USPS Priority Mail Express Money-Back Guarantee: Refund Rules 2026

USPS Priority Mail Express Money-Back Guarantee: Refund Rules 2026

2026 USPS rule: Priority Mail Express is guaranteed for delivery by 6 p.m. on the scheduled 1-, 2- or 3-day date, and if it misses, the mailer can request a postage refund 2 to 30 days after the mailing date (30 to 60 days if an extra service was added).

Quick answer: The Priority Mail Express money-back guarantee refunds the postage and any Sunday/holiday premium when USPS does not deliver, does not attempt delivery, or does not make the item available for pickup by the date and time given at mailing. It does not refund insurance fees or pay for lost sales. Delays caused by a wrong ZIP Code or address, weather and other events USPS Headquarters authorizes, and several other listed situations are excluded. Only the mailer can apply, online at USPS.com or at a Post Office.

Sources: DMM 113 and DMM 213 (Priority Mail Express service standards), DMM 604.9 (refunds) and the USPS domestic refund page, checked October 29, 2026. Fees from USPS Notice 123 Price List, effective October 4, 2026.

What USPS Guarantees on Priority Mail Express

Under DMM 113.4.2, Priority Mail Express delivers in 1, 2 or 3 delivery days depending on when USPS accepts the item and the origin and destination ZIP Codes. Items are delivered by 6 p.m. on the scheduled delivery day. Items presented after the local Post Office acceptance time are treated as mailed the next day the office is open. With Hold for Pickup, the item must be available at the destination facility by 6 p.m. on the scheduled day. The commercial rules in DMM 213.4.2.3 add one exception: items endorsed "Guaranteed by End of Day" under an approved customer agreement.

Sunday and holiday delivery costs extra. Notice 123 lists a $12.50 Sunday/Holiday premium for both retail and commercial Priority Mail Express; you can skip it by taking the next delivery day.

What the Refund Covers

DMM 604.9.5.1 says USPS refunds the postage and the Sunday or holiday premium fee when:

  • the item was not delivered,
  • delivery was not attempted, or
  • the item was not made available for pickup by the delivery date and time specified at mailing.

Under that wording, an on-time delivery attempt counts as service, even if the package is picked up or redelivered later.

The refund is postage only. DMM 604.9.2.4 says Priority Mail Express insurance fees are not refunded once USPS accepts the item. DMM 609.4.3 also excludes consequential loss on Priority Mail Express, such as a missed deadline or a lost sale. Loss and damage are handled as a separate indemnity claim under DMM 609.

Exclusions: When USPS Will Not Refund

DMM 604.9.5.5 lists the cases where postage is not refunded even though the guarantee was missed:

  • The item was properly held for law enforcement purposes.
  • A strike or work stoppage caused the delay.
  • The delay came from an incorrect ZIP Code or address, or from forwarding or return service after the item was made available.
  • The addressee asked in writing for USPS to hold the item.
  • The shipment was undeliverable as addressed.
  • USPS Headquarters authorizes an exception for government action, war or civil disturbance, flight delays or cancellations, projected transportation delays, a breakdown of a substantial part of the USPS network from outside events, or acts of God.
  • The item contained live animals or hazardous materials and was delivered or attempted within 3 days of mailing.
  • A Priority Mail Express 1-Day item mailed December 22 through December 25 was delivered or attempted within 2 business days.
  • The item went to or from Alaska, Hawaii, Guam, American Samoa or the Northern Mariana Islands, or to Palau, the Marshall Islands or Micronesia, and the refund request is for something other than loss.

Refund windows are from DMM Exhibit 604.9.2.1 and the USPS refund page. Claim windows are from DMM 609.1.4. USPS says each tracking number can be used for only one refund request, and Priority Mail Express and related extra services must be combined into a single request. If you added an extra service, the whole request waits until day 30.

How to Request a Refund

Online

Apply at USPS.com with a free account. You need the tracking number and the mailing receipt or label record. DMM 604.9.5.3 says only the mailer (the sender) may apply. Approved online refunds are paid by check.

At a Post Office

Fill out Part I of PS Form 3533 and submit it with the original customer copy of Label 11 or the mailing receipt (DMM 604.9.5.6).

Business and online postage

The USPS refund page says business customers applying online can upload a file of up to 1,000 tracking numbers through the Business Customer Gateway. It also says business customers who apply online are refunded by check, not credited back to their account. Plan for that in reconciliation: the refund won't appear as a credit on your postage account or PC Postage balance.

Don't confuse this with refunds for unused labels. Under DMM 604.9.3.10, refunds for unused, dated PC Postage labels with a tracking barcode go through your PC Postage provider and must be requested within 30 days of printing. That process is for labels that never shipped, not for late deliveries.

If a request is denied or partly paid, USPS allows an appeal within 30 days of the decision.

Current Prices: Temporary Increase Through January 17, 2027

The refund equals the postage you paid, so it helps to know what's in effect. A Federal Register notice published August 28, 2026 set time-limited price increases averaging 6.0% for Priority Mail Express, retail and commercial, from October 4, 2026 until January 17, 2027, when prices are restored to approved levels. The same notice made no price changes to special services.

How It Compares With the UPS Guarantee

UPS has suspended its money-back guarantee on most services. As of our October 27, 2026 check of ups.com, the UPS Service Guarantee was active domestically only for Next Day Air Early, Next Day Air, Next Day Air Saver (extended to end of day) and 2nd Day Air A.M. It was suspended for Ground, Ground Saver, 2nd Day Air and 3 Day Select.

For a shipper choosing between USPS Priority Mail Express and UPS 2nd Day Air or 3 Day Select, that gap matters. On UPS, those services carry no money-back guarantee while the suspension is in place. Priority Mail Express keeps one, within the exclusions above.

What to Check Before You Count on a Refund

  • Keep the scheduled delivery date. Store the committed date and time from the label record, not just the tracking number. Without it you can't show a failure.
  • Compare first delivery attempt to the commitment. An on-time attempt counts as service even if the package was delivered later.
  • Calendar the window. Day 2 to day 30 from mailing for plain Priority Mail Express. Late requests are denied.
  • Check the address before shipping. Wrong ZIP Codes and undeliverable addresses are excluded.
  • Batch business claims. Use the Business Customer Gateway upload instead of filing one at a time.

As an operator and fractional COO who has worked on parcel costs from the inside, my advice is simple: give one person ownership of late Priority Mail Express refunds and review them monthly, inside the 30-day window.

Frequently Asked Questions

Does USPS refund Priority Mail Express if it's late?

Yes, in most cases. USPS refunds the postage and any Sunday/holiday premium if the item was not delivered, not attempted, or not available for pickup by the date and time given at mailing, unless a DMM 604.9.5.5 exclusion applies.

How long do I have to request a Priority Mail Express refund?

From 2 to 30 days after the mailing date. If you bought an extra service with it, the window is 30 to 60 days after mailing.

What time is Priority Mail Express guaranteed by?

By 6 p.m. on the scheduled delivery day, which is 1, 2 or 3 days depending on acceptance time and origin and destination ZIP Codes.

Is the insurance fee refunded if Priority Mail Express is late?

No. DMM 604.9.2.4 says Priority Mail Express insurance fees are not refunded after USPS accepts the item. The refund covers postage and the Sunday/holiday premium.

How do businesses get Priority Mail Express refunds?

Apply online at USPS.com or through the Business Customer Gateway, which accepts files of up to 1,000 tracking numbers. USPS pays business online refunds by check, not as an account credit.
