USPS Return Label Cost: Ground Advantage and Priority Mail Returns

2026 USPS rule: USPS Ground Advantage Return and Priority Mail Return labels carry no per-label fee. You pay commercial postage only on labels that are scanned and mailed, while UPS charges $1.15 per Print or Electronic Return Label on top of transportation.
Quick answer: USPS Returns service lets an account holder give customers prepaid labels for Priority Mail Express, Priority Mail or USPS Ground Advantage. Postage is charged from your account when the package is mailed, based on its weight and the zone from where it was mailed to your return address, at commercial prices. Extra charges apply only for options such as USPS printing and mailing the labels ($1.65 per label), added insurance, pickup, or noncompliant labels.

What USPS Returns Service Is
Under DMM 505.3.1, USPS Returns service lets an authorized account holder pay postage and fees on single-piece commercial Priority Mail Express, Priority Mail or USPS Ground Advantage packages sent back by customers on a label the account holder produced. The three options are Priority Mail Express Return, Priority Mail Return and USPS Ground Advantage Return. Returns from foreign countries are not covered.
To use it you need an Enterprise Payment System (EPS) account through the Business Customer Gateway and a Mailer ID set up for returns. You guarantee payment on every package that comes back with a valid label you produced, and USPS can cancel the account if you do not keep enough funds in it. Most shipping platforms handle this setup for you when you turn on USPS return labels.
How Returns Postage Is Calculated
- Weight and zone: Postage is based on the weight of the returned package and the zone between where it entered the mail and the delivery ZIP Code on the label (DMM 505.3.1.3).
- Commercial prices: Priority Mail Return uses Priority Mail commercial prices, which DMM 505.3.2 says are the same as outbound. Ground Advantage Return uses USPS Ground Advantage commercial prices.
- Flat Rate: Returns in Flat Rate packaging are priced by the packaging type.
- Unreadable barcodes: If the package cannot be priced from the scan data, USPS uses historical data or default data set at enrollment.
- Charged on scan: USPS describes all three return options as "scan-based" payment, priced per piece and by number of labels scanned, with no minimum annual return volume.
Because the zone is measured from where the customer mails the package, the same label can cost very different amounts. Commercial Priority Mail prices from Notice 123 (effective October 4, 2026, during the temporary peak pricing period) show the spread:
| Priority Mail commercial | Zone 1 | Zone 4 | Zone 8 |
|---|---|---|---|
| 1 lb | $9.44 | $10.80 | $16.07 |
| 5 lb | $12.04 | $16.37 | $30.93 |
| 10 lb | $15.15 | $20.27 | $43.03 |
Ground Advantage Return is priced from the Ground Advantage commercial table in the same Notice 123. Check your platform's rate card for any negotiated or platform pricing.
Fees That Can Apply to USPS Return Labels
| Charge | When it applies | Amount |
|---|---|---|
| Per-label fee | Creating a return label | None; postage is charged only when the label is scanned |
| USPS Label Delivery | USPS prints and delivers physical return labels for you (ordered through Click-N-Ship or USPS APIs) | $1.65 per label |
| Package Quality noncompliance | Return labels fail USPS IMpb/IMmb accuracy rules and the compliance threshold | $0.25 per label |
| Noncompliant label | Uncertified or discontinued label formats | Package Quality Noncompliance Fee, or the retail price for that class from the first scan to the delivery address |
| Additional insurance | Coverage above what is included | Fee per Notice 123; $100 is included and coverage can go up to $5,000 |
| Pickup on Demand | USPS picks the return up at a scheduled time | Fee per Notice 123 |
The $1.65 Label Delivery and $0.25 noncompliance amounts are from the USPS Returns Services page. Nonstandard fees for long, bulky or odd-shaped parcels do not apply to USPS Return Services, per the USPS postage verification page, and DMM 223.1.10 and 1.11 exclude Priority Mail Return pieces from the nonstandard and Dimension Noncompliance fees. The Hazmat Handling Fee can still apply to Priority Mail Return pieces that contain hazardous materials (DMM 223.1.13).
Peak pricing applies to returns too
USPS's temporary 2026 holiday price change raised commercial Priority Mail and USPS Ground Advantage prices from October 4, 2026 through January 17, 2027. Since return postage is charged at commercial prices when the package is mailed, holiday returns mailed before January 17, 2027 are priced from the higher commercial tables.
How to Give Customers Return Labels
DMM 505.3.1.4 allows labels to be enclosed with the order, sent as a separate package, emailed or downloaded for the customer to print, or delivered through Label Broker, where the customer shows a QR code or label ID at a Post Office and the label is printed there. Standard sizes are 3x6, 4x4 and 4x6 inches. Customers can drop the package at a Post Office or collection box, hand it to their carrier, or schedule a pickup.
USPS vs. UPS Return Label Costs
UPS charges a per-label service fee on top of the return transportation charge. From the UPS 2026 Daily Rate and Service Guide (UPS Returns Services section):
| Option | USPS (2026) | UPS (2026) |
|---|---|---|
| Return label you print or email to the customer | No label fee; postage only when used | $1.15 per label (Print Return Label or Electronic Return Label) plus transportation |
| Carrier picks up the return | Pickup on Demand, fee per Notice 123 | 3 UPS Pickup Attempts: $14.50 plus transportation |
| When the fee is billed | When the label is scanned | Print/Electronic Return Label: after the package enters the UPS system. 3 Pickup Attempts: at the time of request |
Because the UPS Print and Electronic Return Label fees are billed only after the package enters the UPS system, unused UPS labels also cost nothing. The difference is the $1.15 per-package fee on returns that do ship. See the UPS return label cost guide for detail.
How to Keep USPS Return Costs Down
- Pick the return class on purpose. Compare Ground Advantage and Priority Mail commercial prices in Notice 123 for your typical return weights and zones instead of copying the outbound service.
- Use labels from the USPS API, MRA or a certified platform. Uncertified label formats risk the retail-price penalty.
- Do not print labels you do not need through Label Delivery; that $1.65 fee is charged per label printed, not per return.
- Reconcile scanned returns to RMAs. You pay for every package that comes back on a valid label, including ones you did not authorize.
- Keep the EPS account funded so returns are not held and the account is not cancelled.
