FedEx Payer Rebilling and Invalid Account Fees 2026: $25.50 Per Shipment
Shipping for a business? Rebill fees usually come from bad third-party billing data, and they land on the shipper even when the error is someone else's. 2026 FedEx rate: Payer Rebilling is $25.50 per shipment for U.S. package services, international package services and U.S. Express Freight. A missing or invalid account number is a separate $25.50 per shipment fee.

Quick answer: When a shipment’s billing has to be changed after the fact, FedEx charges the shipper $25.50. That includes requests to change who pays, and cases where the recipient or a third party you billed refuses to pay or says they know nothing about the shipment. If the billing account number on the label is missing or invalid, FedEx charges $25.50 for that too.

These fees usually trace back to third-party and recipient billing data. A carrier invoice audit identifies which accounts and customers are generating them.

How It Appears on Your FedEx Invoice

On a FedEx invoice these appear as “Payer Rebilling” and “Missing/Invalid Account Number”, per FedEx’s list of invoice fee names.

When FedEx Charges the Rebill Fee

  • You change the billing instructions. Every request to change who pays for a shipment is assessed $25.50 per shipment, in addition to the shipping charges.
  • The recipient or third party refuses to pay. If the party you billed refuses or claims no knowledge of the shipment, FedEx rebills the shipment to you and adds the $25.50 fee.

There is one exception: if the billed third party or recipient itself asks to rebill the charges to another third party or recipient, FedEx does not charge a rebill fee to anyone.

Missing or Invalid Account Number

FedEx charges $25.50 per shipment when the shipper doesn’t provide a valid FedEx account number or credit card number for the billing option selected. For FedEx Ground, Home Delivery and International Ground, this includes requests to bill accounts that don’t have a U.S. or Canadian billing address.

Why It Matters for B2B Shippers

Shippers that bill freight to customers’ accounts (collect or third-party billing) are most exposed. A customer’s account number that’s mistyped, closed or not authorized for that service means the shipment comes back to you, at your rates, plus $25.50. If the same bad account number is stored in your order system, it can repeat on every order until someone fixes it.

How to Avoid Rebill Fees

  • Validate third-party account numbers before saving them to customer records, and re-check any account that generates a rebill.
  • Confirm the customer authorizes billing to their account for the service you’re using.
  • Get billing right at label creation. Every after-the-fact change costs $25.50.
  • Ask the billed party to request the rebill. If billing needs to move between third parties, the fee is waived when the billed party makes the request.
  • Recover the cost. For customers who refuse to pay for collect shipments, pass the shipping charge and rebill fee back under your terms of sale.
